DISMISSAL of Yuan-Shih-Kai.

Peking, January 3, 1909.

I am confidentially informed by Sir Walter Hillier, who has the facts from Yuan- Shih-Kai's son, that his Excellency is now staying in a foreign hotel in the British Concession at Tien-tsin, whither he travelled by this morning's early train. He considers himself in personal danger, and is prepared to seek safety in Shanghae or Hong Kong.

Yesterday's Decree of dismissal came as a complete surprise to Yuan, who was unprepared for this action of the Regent's, although he fully realized the ever-increasing difficulties of his position in the Palace.

Yuan's son foresees further complications in the near future, as, he states, the Regent is in accord with the anti-Chinese faction at Court. This party, which is under the leadership of Tiel Liang, is anti-foreign in sentiment.

Peking, January 4, 1909. I HAVE to-day received a telegram from His Majesty's Consul-General at Canton informing me that the boycott of the British steamer "Fatshan," which I reported to you in my telegram No. 1 of the 2nd instant, has been raised in obedience to the Viceroy's Proclamation, supported by a circular published by the "Self-Government Society."

The ship was consequently able to embark a full complement of passengers, and sailed this morning for Hong Kong.
